May 26, 2026. Petrol in Delhi hit ₹102.12 per litre this morning. Diesel hit ₹95.20. Both numbers are the result of the fourth price revision in 11 days. Cumulative jump since May 15: nearly ₹7.5 per litre on both fuels. The official explanation from the oil-marketing companies is 'global crude oil prices and West Asia tensions affecting Strait of Hormuz transit'. The official explanation is technically correct. It is also missing the most important context.

The official explanation

Three reasons are cited in the May 25-26 statements: (a) Brent crude has risen sharply on West Asia tensions, with specific concern over Iran-Israel tensions affecting Strait of Hormuz shipping (a chokepoint that handles ~20% of global oil flow); (b) refining margins for Indian OMCs have tightened because the input cost has risen faster than they could absorb in retail; (c) the rupee has weakened against the dollar, raising the rupee-cost of every imported barrel even when the dollar-price is steady.

All three are true. None of them explains the timing fully. India faced similar Strait of Hormuz volatility multiple times between 2022 and 2025 without these specific price increases. What changed?

What changed — the February handshake

On February 2, 2026, US President Donald Trump announced he was slashing US tariffs on Indian goods from 50% to 18%. The headline was framed as a tariff win for India. Buried in the same announcement: Trump said Prime Minister Modi had agreed to stop buying Russian oil and instead source from the US and 'potentially Venezuela'.

Indian government did not publicly confirm the Russian-oil cessation. Modi's own statement on the deal welcomed the tariff cut but did not mention Russian oil. CNN, Bloomberg, Al Jazeera, Fortune, and CNBC all reported the deal with the same gap: the US framed Russian oil as part of the deal; India was 'tight-lipped' on the actual scope.

What Russian oil was doing for India

Between 2022 and early 2026, Russian crude was trading at a discount of US$3 to US$12 per barrel below Brent because of Western sanctions and limited buyers. India was, alongside China, one of the two largest buyers of discounted Russian crude. The discount mathematics meant that even with shipping and refining costs, Russian crude landed in India significantly cheaper than the Middle Eastern or Atlantic alternatives.

Crude oil makes up roughly 70-80% of the input cost of refined petrol. A discount of US$5 per barrel translates approximately to ₹2-3 per litre saving at the pump, depending on rupee value and refining gross margins. India had been quietly importing those savings into retail fuel prices for over three years.

What happens when you stop

If India did indeed reduce or stop Russian crude purchases following the February deal (or under quiet US pressure even without a formal announcement), the substitution would have to come from higher-priced sources. The candidates: US shale crude, West Texas Intermediate, Atlantic-basin grades, and Middle Eastern crude — all at full market price.

The price gap had to show up somewhere. It could not show up as government subsidy (because that would be visible on the budget). It could not show up as OMC absorption (because OMC quarterly results would have shown unsustainable losses). It had to show up at the retail pump. May 15 to May 26 is when it showed up.

Why nobody is connecting these dots publicly

Three reasons. First, the Indian government has not officially confirmed reducing Russian crude purchases — which means the press cannot directly attribute the May fuel hike to a February decision they cannot prove was made. Second, OMCs have a legitimate parallel explanation (crude volatility + rupee weakness) that is also true. Third, the political optics of saying 'we paid for the US tariff cut with your fuel bill' is unacceptable to either party — the government will not say it, and the opposition has not yet built the policy literacy to say it.

Rahul Gandhi's 'economic storm' warning on May 19 came closest, but framed the issue as general government economic failure rather than a specific causation chain back to the February deal. The two are not the same critique.

What this is in policy terms

Foreign policy gestures often have domestic price tags. When the price tag is hidden in the household fuel bill of every Indian who drives, that is not a 'good deal' or a 'bad deal' — it is a deal whose actual terms are being borne by people who were not at the negotiation table.

The February deal traded ₹50,000 crore worth of tariff relief on Indian exports (US estimate of the 50% to 18% tariff reduction) for an unstated quantity of more expensive crude oil imports. The export tariff relief benefits exporters and the Indian goods sector. The expensive crude cost is paid by every household. Whether this is a good trade is a legitimate policy debate. It is not a debate the political class has even tried to have.

Demand 03 (50% women in cabinet) and the broader composition-of-power critique address why the political bandwidth went to the February tariff selfie rather than the May fuel-bill consequence. Demand 02 (UAPA for systematic voter deletion) is structurally adjacent — the principle is that when a system insider decision (a deal, a deletion, a policy) carries asymmetric cost for citizens, there must be accountability mechanisms beyond the next election cycle.
